cannot poweroff vm. stuck at reconfigure virtual machine 99%

I annot power off a vm. ITs just stuck in vcenter and the host

I killed the process with

kill -9 pid

tried vim-cmd vmsvc/power.off vmid

vim-cmd/power.reset vmid

all failed

any idea what to do?
